Human rights abuses and bad laws -- including laws that criminalize HIV transmission, drug use, and sex work, as well as policies that perpetuate inequality and violence against women and girls, gay men, and transgender people -- hinder effective response to the worldwide HIV/AIDS epidemic, according to the final report of the Global Commission on HIV and the Law released this week ahead of the XIX International AIDS Conference.

A large proportion of HIV positive former prisoners take their antiretroviral therapy (ART) irregularly after they are released from incarceration, thereby raising the risk of treatment failure and disease progression, according to a study in the September 22, 2009 issue of the open-access online journal PLoS One.
